Yes, Amy, I am from the Chicago area- I found you on the Chicagoland Photo Club, of which I'm also a member.

Buzz is a plugin that you can install in PhotoShop that gives your image a painted or watercolor effect. You can download trial versions of the filter- just search for 'buzz simplifer,' and you'll find the trial copy. Be careful...you can become a 'buzz-a-holic!' :)
