Can I ask you a question that the minimal shutter speed of my camera is 15 sec if I could get such effect like this one?

Hi HuHu, sorry I missed this message.
Usually the you will see the difference between 15s and 60s but not so obvious. For a tele ocean view of a full range of waves like this one, you will need 60s because the motion takes time.
