Stained glass light falls on the wall behind the statue of
George Washington, at Washington National Cathedral.
I explored some blurring techniques in Photoshop Elements 2.0 for this look.

Wonderful strong colors and composition here, Chris. I love your choice on the effects with the blurred, radiating background setting the statue off so elegantly.
