Using Cokin Polarizing Filters I find it very difficult to rotate the Cokin polarizing filter "P" Series when the filter holder is attached to the lens and while looking through the viewfinder. I seldom get the desired effect on the photograph. Is there a special technique for this?

It takes a little practice. I use my index finger and finger nail to rotate at the top. When I see the subject darken then I know I have reached the point of most color saturation. When you are not at the right angle "between" the sun and subject there may be a subtle or no change. Sometimes I've had to take the filter off the lens and rotate it in front of my eye, note that position and insert it back into the holder.
