if I have a studio set up with the main lght readng f/5.6 and the fill light at f/5.6 and the background reads f/4 what would I use to get the correct exposure assuming that the main light is my highlight

This sounds a little weird to me... Generally, when I use my strobes, I set my Main and then measure my fill to about 2 stops lower than the main. It seems to me that if your main and fill are the same, you would end up with fairly flat lighting.In either case, I would suggest exposing for your main because your main should be illuminating the subject you are trying to photograph.
