F22 @ 1/250th of a second is about 2 stops under exposed for a sunny day on 100 speed film. The only exception to this is if you are shooting on a very bright area, where incidental light from say water, sand or snow is adding to the direct light from the sun. Are you using something faster? It's hard to tell from the scan, but yes, I agree the effect does look somewhat like an underexposed photo. - Ken
