  There is never a "best" exposure. Most folks recommend that you take an exposure reading from the sky near the sun, but not including the sun. This will generally work, but you should also bracket the metered exposure.

If you're using slide film, you should bracket 1/2 stop under and 1 stop over the metered value. If you're using slide film bracket no less than 1 stop over and under. That's because the machines used to print your pictures will try to average out the exposure and you'll lose closer bracketing results.

If you want to try something really dramatic, use a polarizer and take your measurement with the sun in the image. Be careful about flare, however. Your results may produce brilliantly dramatic scenes with BLACK clouds. Don't stare at the sun too long - it can blind you.
