Canon AE-1 light meter problem

I own a Canon AE-1 Program and my light meter appears to not work because it sits and flashes at 1, except when I put it on program where it flashes on 4. Does it(the light meter) need to be replaced, or can it be fixed?

If you don't already have it, the manual is available at http://www.canonfd.com/choose.htm.

What lens are you using, and is it set for "A" or a particular aperture? Does the "M" at the top of the scale also light? It sounds like an FL or other non-autoaperture lens is attached. The AE-1P cannot use these in shutter priority or progam mode and so the display in the viewfinder will flash. Such lenses can only be used with stop-down metering.
