Try running it through a noise filter. www.imagenomic.com has a good free one (Community Edition)

If you only got a scan of the negative and not any prints from the negative that show grain, 397kp is very small for a negative scan. You might be getting compression artifacts and a better scan may indeed give a better image.

Thank you both for you advice. I'm planning on trying a better scan. I also did some adjustments in photoshop. Mostly with saturation. Would that also cause noise?
