strobe & lightning

I would like to know if a focal-plane shutter camera can synchronise with strobe at any shutter speed?

Thanks!

No. Focal plane shutters can sync with strobes only at speeds where the curtains are open on the entire sensor at once. Generally 1/200 sec and slower for most DSLRs. Additionally, many large studio lights require 1/60 or longer shutter speeds because they don't reach full output as quickly as electronic speedlights.
