when photographing people to make them appear taller,the photographer should photograph them from a low view point,a high view point.or with a long focus from a high view point

  How to make people appear differently i.e. taller.

This is a tall order!
A low camera angle can create an illusion and make the subject appear taller. Generally camera angle isn’t the best choice. You should take your tips from Hollywood.
The movie professionals use props to help the illusion along. As an example, it was typical, when filming cowboy movies to construct doorways of different heights. Generally short cowboy heroes were photographed in a doorway especially constructed with lowered head clearance; this gives an illusion of greater height. Special props like chairs and other furniture built smaller (shorter) than normal help the illusion along. Software manipulation can create most any illusion required.

We went to a retro costume party a few years ago, and my wife found me some platform shoes almost just like those. She got them on eBay and they were still in the box, never been worn!

  I agree with Alan's assessment. Perceived size of an object is all about reference to its surroundings.
(To us, an ant is tiny and insignificant...but just try to explain that to a flea.)

Before you go out and buy tiny furniture and other props, try moving closer with a wide-angle lens and place the background elements behind the subject you want to appear taller.
