What is your definition of inexpensive? Microsost Picture-It runs about $50; it's O.K. - but, at least my Version, can't compare with Adobe Photoshop Elements. That program runs around $90, but if you search the Internet you might find Elements at about $45. In fact, it's bundled with Adobe Photo Album, sometimes for a total of about $100.

It's important to realize that you just might find yourself spending a lot of time at the computer "correcting" that special image. Don't waste that time with a cheapie program that won't let you do what you want to.
