I need to know how I could start my own photography room and what instruments and the lessons I would need to do so. Im not very wealthy so I won't to learn for a cheap price. Practically just to develope my own pictures.

  Assuming you are asking about setting up a dark room to develop film and prints, everything you need to know can be found in this book:

Photography (7th Edition)
by Barbara London (Author), John Upton (Author), Ken Kobré (Author), Betsy Brill (Author)

  Look at the ads in some of the photography magazines, several sell kits like the Besseler Printmaker 35 that include every thing you need to get started, then as you gain experience you can get bigger and better
I started with such a kit with an Omega
C700 and still use it for black and white or if I just need a few quick prints instead of firing up my Super Chromega C.
