Quartenary and Star Filters
Every picture I try to take using these filters creates hundreds of lines across the image, I cannot seem to get the cross or stars to be as "tight", as opposed to extending across the entire screen? How does one do this?

I think a lot has to do with the focal length/your distance from the light and the size of the light. The filters also come in different "points" such as cross, 4 point, etc..

I think that the red and green lights may be acting that way becaus of the type of lighting? I hope others respond to this.

Mike is correct, John - the reason you're not getting the star effect is because the neon lights are not point sources. Try a shot of cars approaching at night from a distance (the headlights effectively become point light sources) or perhaps a Christmas tree lit up at night. When you have relatively large light sources, the star filter effect is lost.

With those star filters, a wider aperture/shorter timed shutter speed will isolate the effect to the area surrounding only the pin-points of bright light. You can also shoot filter-free with a very small aperature (f-22) and a long shutter and get a similar effect that's more natural looking.
